Abstract: The problems of telecommunication networks designing could be presented into two basics. Problem 1 - optimization of topology. The nodes in some geographical points and forecasting demands for data transfer are given. It is necessary to solve, what nodes have to connect by physical telecommunication lines. Problem 2 - a choice of capacities. Sets of possible technologies for information networks are given. It is necessary to determine the type and capacity for each telecommunication link. Models of the synthesis of the telecommunication networks are described. The general problem of designing will consist in a choice of topology of a network and possible capacities of telecommunication links, routing of information flows in the synthesized network for all forecasting demands and providing a necessary level of survivability, i.e. demand capacity in case of incomplete functioning. Strategies of providing the survivability of the networks are studied: variety, reservation and rerouting. Methods of telecommunication networks optimization, based on dual simplex algorithm and dichotomy are presented. The application of the methods and models for building the Unibel information network of the Ministry of Education of Belarus is shown.
