Белорусско-германские отношения в условиях политики «критического взаимодействия» (конец 2010 — первая половина 2012 г.)

Abstract

В статье проанализировано развитие комплекса отношений между Беларусью и Германией в конце 2010 — первой половине 2012 г., рассмотрены проблемы и сложности в политической сфере с учетом отношений Республики Беларусь и Европейского союза, исследованы новые тенденции в политических контактах. Автор отмечает, что сотрудничество Беларуси с Германией вступило в сложный и противоречивый этап своего развития, связанный с очередным обострением политических отношений. Германия, другие государства ЕС заняли достаточно консолидированную позицию в «белорусском вопросе» и согласованно действовали на международном уровне. Как отмечает автор, стороны на самом высоком уровне неоднократно заявляли о намерении улучшить отношения. В условиях осложнения политических отношений экономическое сотрудничество между Беларусью и Германией оставалось важнейшим направлением взаимодействия. По мнению автора, взаимодействие Беларуси с Германией является важным фактором региональной стабильности, укрепления взаимовыгодных экономических связей, налаживания сотрудничества в различных сферах. Для белорусской внешней политики западный вектор позволяет обеспечить баланс национальных интересов, содействует развитию отношений с европейскими и международными организациями, способствует модернизации экономики. = The article analyzes the development of the complex of relations between Belarus and Germany in the end of 2010 — the first half of 2012. It considers the problems and difficulties in political sphere, with regard to the relations between the Republic of Belarus and the European Union, and studies new tendencies in political contacts. The author points out that cooperation of Belarus and Germany has entered a difficult and controversial period of its development related to another escalation of tension in political relations. Germany and other EU states have taken a sufficiently consolidated position on the «Belarusian issue» and acted in concert at the international level. According to the author, both states have repeatedly spoken on the highest level about the improvement of their relations. In the situation of the deteriorating political relations economic cooperation between Belarus and Germany has remained an important area of cooperation. The author states that the cooperation between Belarus and Germany is an important factor of regional stability, strengthening of mutually beneficial economic ties and of the improvement of cooperation in various spheres. The Western vector allows Belarusian foreign policy to maintain the balance of national interests, contributes to the development of relations with European and international organizations, promotes the modernization of the economy.
