Abstract:	Для того чтобы систематизировать основные научные идеи, объясняющие взаимосвязи между развитием системы высшего образования и региональным инновационным потенциалом, в статье анализируются такие теории, как теория региональной инновационной системы, теория человеческого капитала, теория эндогенного экономического роста, эффект перетока знаний и др. Выявлено, что несмотря на большое количество исследований в данной области, лишь немногие из них посвящены непосредственно комплексной оценке взаимосвязей между уровнем развития высшего образования и региональным инновационным потенциалом.
Abstract (in another language):	In order to systematize the main scientific ideas that explain the relationship between the development of the higher education system and regional innovation potential, the article analyzes such theories as the theory of the regional innovation system, the theory of human capital, the theory of endogenous economic growth, the effect of knowledge spillover, etc. It has been revealed that that despite the large number of research in this area, only a few of them are directly devoted to a comprehensive assessment of the relationship between the higher education development level and regional innovation potential.
